Disable keyfob transmitter: not working

As you may or may not know, all Toyota keyfobs dating back many years allow you to disable the keyfob transmitter so it's not constantly sending out codes (the transmitter disabling process is just a 2 button, 3 press process, see 1:45 in this video:

The video also explains why the keyfob transmitter always being on is potentially bad since scanners can pick it up even a couple-few hundred feet from your house apparently.

Anyway, I am able to get this transmitter disabling to work with my main keyfob, but I can't get it to work with my second keyfob. Anyone else had this issue?

I've never used the second keyfob and it was not present when I did the registration process inside the vehicle.
Might that be the reason the transmitter disable doesn't work on my second keyfob? In the interim, I just removed the battery since I don't use the 2nd keyfob.
