I noticed a wiring harness dangling below the drivers door just below the steps on my ORP today.

Does anyone know what this is for or how it should be tucked out of the way if unused?

This must have recently dropped down because I’ve never noticed it before until today. 7100 miles.

It looks like it could be one of the aux outlets. I think it should be mounted in the wheel well.

Very possible. It's a bit far from the wheel well. Maybe someone else with a (gas) ORP could take a look underneath their vehicle and see if they notice an unused connector like this.

Is it for lights on running board?

Not sure what it's for, but that's the most logical. Not a feature I have on the ORP.
I bet they all have the harness and it is tucked up/held in place when you dont have the running boards.
