Hum...I understand that summer tires should produce less noise than all-season tires, so, interestingly, you are noticing road noise. I have 20-inch all-seasons and do not hear any road noise. I do not have the thermal glass either.

Did you try calibrating the door to a full open position? Try that to see if it holds reliably. If it does then incremently set for a small lower height and so forth. It might be that your trying to set it to low. I did mine to about 3 inches lower than full height to clear the garage door...
