Yes, that is by design. The car always starts in Normal to which you cannot assign Sport Sound On.
The point we are trying to make is that you have to either turn it on manually when in Normal or you have to flip it to Sport or Sport Plus with Sport Sound On setting saved in these modes.
This is how Porsche has designed it to work on all cars including ICE. Electric Sport Sound or Sport Exhaust Sound must be turned on manually or assigned to a driving mode that is not a default Normal mode.
