This sounds like and amazing deal as I have not heard of anyone giving away wheel/tire and maintenance packages away as they are expensive. For example, 20k/40k/60k Taycan maintenance package has been quoted at $4,675 and I paid $2,500 for a wheel and tire package.

+1 to this explanation. One is the real wiper add and second is just a clip-on trim in high gloss black to the rear wiper that must be optioned. Any wiper will have intermittent function since this is standard function.
Turbo has significantly more performance, so that is what you are paying for after standard to the Turbo options are accounted for as @mkim90k outlined above. This is the data. The rear motor with 900Amp inverter generating 833 lb. ft. of torque has to be the most expensive part of the package.
