Annoying sound when starting to move

it's as if there's a champagne whisk running on the dashboard for twenty seconds when you start to move....

What causes that, and can it be fixed?

No, this is inside the car and is not loud, more like the sound when you have leaves in the airventilation exept this lasts 20 sec when you accelerate car in the beginning. After that no sound for next hours....

Not normal. Are you sure you don't have leaves in the air ventilation?

Whats a champagne whisk?

I looked this up, as it's a new one on me. Apparently, it's a tiny whisk that is used in champagne glasses to allow the drinker to remove the bubbles.

It seems this was big in the 1920s. Those people were weird.
