Hi, my Macan Electric is only doing its Level 2 charging only at 3.9kwh.
This just started happening today. I tried several different level 2 Chargepoint stations at work and used the Level 3 port as well, all with the same result. It reminded me of how on other EVS you can set the AMPs to like 8 or 16 instead of 32 for AC Level 2.
You cant seem to do that with the Macan, is there some other reset I can try?

You can't control the amperage within the car - Macan EV, Taycan EV or any Porsche hybrids.

Check that the cable you are using has the correct rating and do the same for the connectors - something is set or rated to 16A at a guess to get half the available output (assuming the EVSE is 7kW in the first place). Also possible that the car doesn't "like" the EVSE and hasn't negotiated a "give me all you got" handshake on connection.

Possible also that the EVSE is not on a 32A / 40A supply unless you know that others are getting more?

L2 chargers at my work charge at around ~5kwh.

Try L2 charging at a different location to confirm you get the expected 7kwh.
