Seems to be open all the time, but maybe only changes while driving ?

i've seen them moving in one of the many videos out there...but for the most part, they seem to be open a lot

Depends on various parameters- drive mode selected, coasting, demand driven cooking requirements, ambient and so on.

Normal mode would be closed to improve areo efficiency and open when in Sports Plus. For cooling of the battery

Pretty much all Porsches have this feature and for a number of years now.
