I've worked on this issue at length with a level 2 support rep from Porsche North America. I've done all the steps (i.e., full system reset, drive around, turn car off, etc.) and I'm still out of luck as far as plug & charge goes. The support rep continues to work on the issue for me and I'll report back when I hear more. He did tell me that there's a lot of fog surrounding this issue. Sometimes the reset process works first try. Sometimes it takes multiple tries. And sometimes (in my case) not at all. Stay tuned...
Sounds like I'm in your boat.

It seems like a bug and they will just need to write code to remediate it.

Does Plug and Charge work for you though? Have you tried going to an EA station and plugging in to see if it works?

Plug & Charge (i.e., charging is authorized and begins as soon as you plug a charge point cable in) does NOT work, though I can use the App to manually start a charge at ElectrifyAmerica charge points (the provider with whom Porsche NA has partnered). So, I can take advantage of the free charging, I just have an extra step or two to go through. A minor annoyance, but one I look forward to clearing up (in addition to the other items on my list).

Interesting. That was the case for me, but after a few resets, I can just plug in to an EA charger and it now starts and recognizes the car without needing to use the Porsche app.

@Throb Did you complete these reset steps yourself and you said it worked?

I have done the reset but did not follow these steps exactly as written above (thx for sharing that)!
Yes, I followed the steps precisely and it solved it first time.

A few days ago I was in the same situation and I performed a reset and I can confirm that afterwards the P&C option is no longer grayed out. I was able to activate it and to initiate a download of the certificate. P&C was activated after minutes but some other services needed hours before they worked again. It took a whole night before time and date worked correctly for example. So you also may need to be patient.
This was my experience as well. Nothing else worked until I performed a factory reset in my 4S, toggled the P&C button which was no longer grayed out in the charging settings in the car, then downloaded a certificate using the option which magically appeared in the plug & charge settings in the app. Other connection services such as Sirius XM trial, third party app downloads in the car, snd home WiFi network connection were disabled after the reset but appeared again the next morning,

As others have mentioned, you will lose some customization settings in the car after performing a factory reset such as Homelink setup, dashboard panel configuration, home WiFi connection, etc. Nevertheless, a majority of the other customization settings are recovered once you log into your account in the car such as seat memory, door locking preferences, etc.

Attached below are screenshots of the P&C troubleshooting steps I received from a PCNA tech support phone rep.
